How do I report homeless people in the park?: The homeless have the right to be in the park from dawn until dusk. If they are pan handling or harassing people, then it becomes a code enforcement issue and you should call the non-emergency police number at 209-572-9500. The Parks, Recreation and Neighborhoods Department has no authority to remove the homeless from parks.
