Extended Arrearage Program
The State Water Resources Control Board (State Water Board) is now implementing the California Extended Water and Wastewater Arrearage Payment Program (Extended Arrearage Program), which expands the arrearage period to water and wastewater debt accrued between March 4, 2020 and December 31, 2022. The City of Modesto will be applying for this Extended Arrearage Payment Program in November 2023 for our customers.
Benefits to Our Customers
As with the Water and Wastewater Arrearages Programs, the Extended Arrearage Program will be paid directly to the City of Modesto and applied as bill credits on eligible customers accounts.

Low Income Household Water Assistance Program (LIHWAP)
The City of Modesto is a participant in the Low Income Household Water Assistance Program (LIHWAP) which provides a one-time payment on utility bills. The Department of Community Services and Development (CSD) is the designated administering agency for LIHWAP in California. Eligibility for LIHWAP services can vary depending on income, water system participation, place of residence, and other factors. Utility Billing Affidavit for Indigence
The customer is financially unable to pay their City of Modesto utility bill within the normal billing cycle by demonstrating they or a member of their household is a current recipient of one of the following assistance programs: CalWorks, CalFresh, General Assistance, Medi-Cal, Supplemental Security Income (SSI), State Supplementary Payments (SSP), California Special Supplemental Nutrition Program for Women, Infants, and Children (WIC). The customer demonstrates their household income is less than 200% of the federal poverty level. The customer submits a certification of a primary care provider as defined in Section 14088 of the Welfare & Institutions Code that discontinuation of residential service will be life threatening to, or pose a serious threat to the health and safety of, a resident of the premises where residential service is provided.Link to page
Utility Billing Assistance Program
City of Modesto qualifying customers will receive a $45.00 discount on their monthly utility bill. The discount is only available on the utility account at the Primary Residence of the account holder. To qualify, the applicant must be a current recipient of a qualified public assistance program. Documentation confirming benefits is required with the application.Link to page
