Utility Billing Assistance Program

Customers qualifying for the Utility Billing Assistance program will receive a $45 discount each monthly billing cycle. The discount is only available on the utility account at the Primary Residence of the account holder.

Qualifications for the Program

  1. Only the primary Account Holder is eligible to receive the discount.  This is the person whose name is listed on the City of Modesto billing statement.  The discount is only eligible at the Primary Residence of the account holder. 
  2. The applicant must provide a copy of the City of Modesto utility bill and proof of enrollment from an eligible public assistance program. 
  3. You must re-apply for this program every two years. 

Please allow four (4) to six (6) weeks for processing once the application has been submitted and approved. 

Submitting your Application

You may apply by using one of the below options:

  1. Request an application be mailed to you by calling 209-577-5395.
  2. Request one in person by visiting our office located at 1010 10th Street, Suite 2100, Modesto CA.
    • Paper applications must be returned by visiting our office or mailing to: PO Box 767, Modesto, CA  95353.
  3. Apply using our online form below.

Once your documents have been submitted, please allow four (4) to six (6) weeks for processing.
