Street Services
The Street Division is responsible for maintaining the City’s streets, alleys, curbs, gutters and sidewalks. We strive to provide a safe an efficient travel system for vehicles, bikes and pedestrians utilized by visitors alike.
The Street Division provides maintenance services for pavement, curbs, gutters, and sidewalks, and provides vegetation maintenance in the road right-of-way. Our staff also responds to emergency situations, assists with spill clean-up, flood response and provides special event support.

Slurry seal treatment is a pavement maintenance technique used to extend the life of asphalt surfaces to help seal cracks and preserve the pavement of our streets while providing a new surface with improved skid-resistance, and extends the life of the roadway by applying a thin layer of a mixture of water, asphalt emulsion, fine aggregates (such as sand), and additives. The process involves several key steps:
1. Preparation of the Surface
Cleaning: The pavement surface is thoroughly cleaned to remove dirt, debris, oil stains, and other contaminants. This is usually done with a power broom, air blower, or street sweeper.
Crack Repair: Any visible cracks or minor potholes are repaired before the slurry seal application. This ensures a smooth, even surface for the treatment to adhere to.
2. Mixing the Slurry Seal
The slurry seal is made by mixing asphalt emulsion (a binder), fine aggregates (sand), water, and other additives in specific proportions. The mixture is designed to be fluid enough to spread evenly but thick enough to provide the required coverage and durability.
The mix is usually prepared in a truck-mounted mixer or a specialized plant.
3. Application of the Slurry Seal
The slurry seal is applied using a mechanical spreader or paver. The machine applies the mixture in a thin, uniform layer over the pavement surface.
The application is typically done at a thickness of about 1/8 to 1/4 inch, depending on the condition of the pavement and the type of slurry mix.
4. Curing and Drying
After the slurry seal is applied, it needs to cure and harden. Curing time typically takes a few hours, depending on weather conditions such as temperature and humidity.
During this time, the mixture loses moisture and forms a durable, hard surface.
5. Post-application Care
After curing, the treated surface is ready for light traffic. However, heavy traffic should be avoided for 24–48 hours to allow the slurry seal to fully set and bond with the pavement.
Temporary traffic markings may be used until permanent striping is reapplied.
Benefits of Slurry Seal Treatment:
Surface Restoration: It improves the texture and appearance of the pavement, filling small cracks and surface voids.
Cost-Effective: It's a more affordable option compared to full-scale resurfacing or reconstruction.
Extended Pavement Life: Slurry seal provides a protective barrier against water penetration, UV rays, and oxidation, which helps to prevent further deterioration.
Slurry seal is ideal for pavements that are in relatively good condition but have minor surface wear or surface cracking. It is commonly used on roads, parking lots, and driveways.

1. How are the streets selected to receive slurry seal treatment?
The streets to be slurry sealed are selected based on the condition of the pavement identified by the City's Pavement Management Program and are grouped into neighborhoods for efficient application.
2. How long will the application process take?
The day of slurry placement on a street, access to business, homes and parking will be restricted from 7:00 a.m. and re-opened by 5:00 p.m.
3. Will mail delivery continue during the slurry seal process?
Yes, mail delivery will continue uninterrupted during slurry seal.
4. Will trash pick-up continue during the slurry seal process?
Yes, when slurry application and waste pickup occur on the same day, the garbage hauler will pick- up on their scheduled day prior to slurry application. It is recommended citizens place their bins on the street the night prior to pick-up.
5. What if my street is scheduled for slurry seal application and I need my car for an appointment midday?
If you will need your car during the day your street is being slurry sealed, plan and park your car in a nearby location, not within a project area the night prior to the slurry seal application.
6. Where do I park when slurry seal is being applied to my street?
Letters will go out two weeks prior to the slurry seal which will have the Streets Division phone number on the letter, and they can direct you to where you can park your car during the time of the application.
7. What happens if a vehicle is left on the road on the day of slurry seal application?
Your car will be towed by the Modesto Police Department. City personnel will try to locate the owner of a vehicle left on the street on the day of application, however if the owner cannot be located, the vehicle will be towed at the owner's expense.
8. When can I walk or drive on the street after slurry seal application?
It is vital for everyone’s safety that you Do Not drive, walk (including your pets) or bicycle on newly applied slurry until the streets have been re-opened by City staff, typically by 5:00 p.m.
