Liability dollars of loss per claim  (capped at $100k per claim to prevent catastrophic claim spikes).

The measures shows the effectiveness of the City's safety programs, training and prevention efforts relative to liability claims/losses.

Metric Definition*

The rate is calculated by totaling the claims up to the cap.


Liability costs are loss of property or personal injury to the public.  They reflect the City's safety, training and prevention programs.

Impact on Performance*

Property loss claims and personal injury claims also affect public perception on how safely the City's workers are performing their assigned duties.
