As an entitlement city for the Department of Housing and
Urban Development (HUD) funds, the City of Modesto is
required to develop an Annual Action Plan that describes
the anticipated uses of Community Development Block
Grant (CDBG), HOME Partnership Grant (HOME) and
Emergency Shelter Grant (ESG) funds.
